Apparently this was an early prototype of the Kawasaki Ninja H2. However the project was shelved after it became apparent that the winglets caused ground clearance problems during cornering.
It took almost thirty years before someone hit on the idea of using the winglets as rear-view mirrors instead of rocket launchers...*
